3 de marzo 1977 fue fundada Chhattisgarh Mines Shramik Sangh (Unión de Obreros de las Minas de Chhattisgarh) por Shankar Guha Niyogi. En 1982 CMSS fundó al CMM como su frente político. CMM fue fundado para luchar por la identidad cultural de la región y para los intereses de los obreros y campesinos. CMM organizaba a campañas sociales, como contra el abuso del alcohol y instutionalizaba projectos sociales, como una hospital financiada por los obreros.
